I agree that something has to be done to stop the non members who cannot drive very well and have no manners from racing with us.
Personally speaking I did not come on-line until I felt I had acquired enough skill on the game AI racing and then it was a steep learning curve. Some drivers purchase the game and come on-line the very same day!
I used to run a Radio Control Car Club and I ran in a different way to all other clubs. I put drivers into groups according to their ability. There was group 1. for the best drivers and so on down to group 5. which was mainly for beginners. Obviously this created more work as I had to monitor the progress of every driver for every race they had.
The system worked really well as the drivers in the lower groups always wanted to do better and it gave them something to aim for.
Perhaps we could use a similar system here say over 3 servers. The top drivers, good drivers and beginners mainly. Could the groups be managed by using the drivers stats as already suggested which would save monitoring of each driver personally and a way of making drivers want better stats.
Then if a driver misbehaves could the stats be altered in a way that would exclude them from certain groups? Or who gets excluded could be decided by a weekly vote?
I know one thing for sure, this is a great server and I will do anything to preserve it's integrity and I know an awful lot of you other drivers agree with that.
