I suppose you're using Windows 7? The UAC could be the issue.
I have a german version, so I hope I'll get the correct description for the menu points.
You can try the following:
Make a new clean DVD installation, do not start the game.
Click the GT Legends main folder with the right mouse button, then "Properties", switch to tab "Security". Set full read/write access to this folder for "Everyone".
Do the same for your ABB archive folder.
Edit: You can do this on an existing installation also.
Right click "GTL.exe" (in the main folder),"Properties" and make sure to run as an administrator.
Install the official patch 1.1.0.0., do not start the game.
Apply the GTL-Patch via the Autoupdater as
shown here.
Start GT Legends without DVD, create a temporary user (like XYZ). Close GTL.
Now run the Autoupdater and update addon cars and tracks.
Note: Don't do this on an earlier point.
When finished, copy back your saved profile to UserData, start GTL and switch to your saved profile.
