I have this problem for a few months

when i first entered the server, it banned after a minute or two

I do not have any problem when I re-enter after the connection was lost once (without closing the game)

Pay attention to the times I show with the arrow.This situation occurs at the first entrance.

It is the same at my GTL. I always enter two times the server and then i have no problems.
if i want to drive targa i enter first on one other server, because the loading-time is so long at targa.

this might help
i was told years ago to open up the game twice.
first time opening it does not fully load everything so close it and open it again and then it should work fine.
been doing this without any problems you mention here.

so open the game until you get to the main screen in the game. once there, do not enter the game but exit and close the game. Now open the game up again and enter the game and everything should work. if not, then something is not being loaded at start up.
