In the plr file under graphics for fov the number is 1.00000000 to go out do I go higher with that number or lower ie .5000000? to show more car in the tv camera view?

1.0 is the realistic Field of View.
A lower value would make your view more focussed / smaller.
A Value about 1.0 makes your view more wide.
If i remember correctly you could make this setting ingame "on the fly" by pressing CTRL+LeftMouseButton + moving mouse back and forward. For this make sure .plr is set to "Allow Mouse FOV Adjustment="1"".
